Cocoon → Mountain unregister_uri_handler notification.
Emitted by Cocoon/.../WindowNamespace.ts:786 when
vscode.window.registerUriHandler(...).dispose() fires. Carries the
handle the paired register_uri_handler stored and (optionally) the
scheme bound to it.
